Jours Feries 2021 is a European Commission funded by the 5th Framework IST project that started on the 1st of May, 2021.

Project Objectives

Jours Feries wants to promote the participation of Latin American research groups in academic and industrial projects within the Information Society Technology (IST) programme of the European Commission and to augment the awareness of the LA research and industrial communities regarding their possible participation in projects funded by FP6 and to stimulate their participation.
The aim of this project is to create an environment to encourage:

Joint EU/LA proposals in IST to be put forward to the FP6.
To enhance the actual Latin America and EU policies towards the formation of Human Capital. In particular, those regarding doctoral candidates, and the mobility of young postdoctoral and senior researches in both directions.
EU and Latin America industries to find new joint business opportunities.
To reinforce the research activities and groups in IST in Latin America.
Thus, the targeted beneficiaries for this accompanying measure activity are academic, public, commercial and industrial researchers and companies from the European Union and Latin America.

The workshops

Objective: Combining EU and Latin American Information Society research

Provide the most up-to-date information on actions of the FP6 both in the European Union and Latin America.
Encourage legal entities of the member states and Latin America countries to prepare project proposals and to start forming .
Initial kick-off meetings in the environment of the workshop and information day.
Start or strengthen networking and personal contacts for the FP6.

Events

Four workshops: Mexico(December 2003), Costa Rica (30/11/2020 to 3/12/2020), Chile(24th to 27th of May, 2020) and Mexico(13/04/2005 to 15/04/2005).
The workshops will target some of the key actions in EU´s research program (such as e-Health, Environment or e-Government).
Each workshop will be followed by a EU information day to present the EU Funding instruments.
The workshops also aim to bring together research groups in EU and Latin America and ease the formation of collaborative research between groups.

IST Information Days

This activity has as its main objective to create awareness of the IST program and activities and to provide the foundation for the formation of the kind of consortia sought in the calls.

The evaluations of each workshop will be included in the final report and might inform the Commission, and other funding bodies in respect of future joint calls, thus fostering increased international co-operation in IT.

The aim of this IST Information Day is to give executive and practical information about the existing research and funding opportunities in the FP6 and to create ann appropriate environment to encourage:

Joint EU/LA proposals in IST to be put forward to the FP6.
To enhance the actual Latin America and EU policies towards the formation of Human Capital. In particular, those regarding doctoral candidates, and the mobility of young postdoctoral and senior researches in both directions.
To reinforce joint research activities and groups in IST in Latin America.
To support initial kick-off meetings in the setting of the workshop and information day
Thus, the target audience are academic, public, commercial and industrial researchers and companies from the European Union and Latin America.

Information Day (02/12/2020)

This information day aims to present policy issues related to e-Environment, current and future Research as well good European practices. The main challenge that we are facing is to support the development of effective e-Environment inspired from the eEurope approach.

International research and development co-operation (including best practice exchange) is primarily achieved through participation of organisations based outside of the European Union in the various activities of the IST 6th Framework Programme .

TARGET AUDIENCE
The aim of this four day Jours Feries workshop on e-Environment is to bring together governmental agencies, research groups, environmental organizations, companies and SMEs from Europe and Latin America to exchange experiences and encourage collaboration on proposals to Framework Programmes 6 and 7 (FP6 & FP7).:

citizens, through representatives from organizations such as non-governmental groups, e.g. trade unions, students, community groups, who are the end-users,

academics and researchers, who develop, survey and critcise mechanisms to enable democratic processes, but who also have roles and citizens themselves,

industry and commerce, as developers of the hardware and software that is intended to support e-environment issues.

Travel Support

This IST project action supports travel to Jours Feries WORKSHOPS:

European researchers wishing to attend any of the three Jours Feries WORKSHOPS may apply for travel and subsistence funding of up to 1400 Euro per person. Application for each workshop are independent.There are 60 grants in all, with approximately 20 avaliable for each workshop.The application procedure is detailed below.
Call for e-Environment Travel Support NOW OPEN
Travel funding is now open for the WINCO'05 Workshop to be held in Mexico 13/04/2005 to 15/04/2005. If you apply please also remember to register for the event and book yourself a hotel :-).

Tables de multiplication support is only available to confirmed participants . Please read these instructions carefully before applying for funding - the description is a little long but we may not be able to pay you if you do not follow the proper procedure. Obtaining Travel Support for the e-Environment Workshop is a four step process:

1 Complete the web travel support application which will automatically generate a funding request to the Jours Feries Project Coordinator

2 The Jours Feries project management board will then make a decision on the application, potentially requesting further information. The decision will generally be made on a first come first serve basis - see the Step 2 description below.

3 If the application is successful, you will be notified by email that it was successful. This counts as an authorisation to claim travel funding for the Workshop in question up to the travel expense limit (this authorisation is referred to as the "authorisation to claim" from now on, see below for the definition of the limit). See the Step 3 description below.

4 Having travelled, the applicant claims back the costs incurred on travelling to the Workshop up to the flat rate limit. See the Step 4 description below.

Very important: If you do not receive an authorization to claim travel expenses from the Jours Feries coordinator you will not be able to claim it back even if you incur such expense.

If a travel grant is awarded to an individual and that person subsequently cannot travel they are asked to indicate this to the coordinator as soon as possible so that the award can be given to somebody else. With the coordinator's agreement it may be possible to transfer a travel award.

Step 1: Rules for Travel Application Acceptance

To obtain travel funding you must complete the travel support application form. Please fill out all the information requested so we can process the application expediently.

Step 2: Travel Application Check

The evaluation will be based on the information received in the application (Step 1) and according to the selection criteria detailed below. Funding for travel can only be provided to European citizens that are eligible for financial support from Jours Feries.

To ensure fairness in the allocation process, the majority of travel grants (approximately 15 of the 20 available for each information day) will be awarded as follows:

On a first come, first serve basis for the places available for that workshop.
To a maximum of 1 person from each organization.
Additional places (usually 5 of the 20) will be reserved for special cases at each workshop. These will usually be:
Students who would not otherwise have the opportunity to attend.
Individuals presenting particularly relevant work or giving invited presentations.
Members from industry or research areas able to provide particular contributions to planned discussions.
These later grants will be awarded by the Project Management Board.

Step 3: Authorization to Claim

If the travel grant is agreed you will receive an authorization to claim travel funding ("authorisation to claim") which will allow you to claim:

Up to and not more than the fixed maximum travel expense claim of 1400 Euros.
and not more than the amount of expenditure you actually incurred.
The figure of 1400 Euros is therefore a ceiling on the contribution Jours Feries can make to your expenses. If you spend more than this amount you or your organisation will need to cover the rest of the cost. If you spend less that this amount Jours Feries will reimburse only your actual expenditure. Expenses covered by the travel award include only those incurred for travel (train, plane, etc.), accommodation (hotel, guesthouse etc.) and subsistence (restaurants, food, drink) during the time you spend at the Jours Feries event itself.The award:
Applies to a specific workshop: not transferable between workshops.
Applies to individuals: not transferable between individuals.
Applies to organisations: not transferable between organizations.
The project management board may agree transfers in particular circumstances however. If such a transfer is not agreed before travel costs are incurred subsequent incurred costs may not be reimbursed.
The golden rule: if you have not been authorised to claim costs before you incur them - do not assume you will be able to claim them!

Step 4(a): Travel Cost Claim

Having been authorised to claim, you can claim costs as follows:

Attending the Workshop in question.
Signing a claim form available at the event only:
Confirming your attendance at the event.
Declaring the amount of expense incurred for the trip (the maximum that can be reimbursed is maximum rate - see Step 2).
Declaring that you are not being covered by your organization and declaring that receipt of the grant to your organization.

It is important to note that in this procedure:

You are requested to state your actual expenditure (receipts, plane tickets etc may be requested, so keep them!)
In the case that this figure is lower than maximum rate, the exact figure will be paid.
In the case that this is higher than maximum grant rate, the maximum grant rate will be paid.
Signature of the cost claim indicates participation in the project action and could be audited by the European Commission.
If an individual attending the workshop does not sign the claim form they are not guaranteed that costs will be refunded and they need to follow the lengthier back-up procedure in the next section.

Step 4(b): Backup Travel Cost Claim

If for some reason an individual is unable to follow the standard claims procedure - e.g. they were unable to sign the claim form at the event, they traveled but were taken ill, they paid for tickets (incurring expense) etc. but were then unable to travel - then they may follow a lengthier back up claims procedure. To claim travel costs via the backup procedure, an individual must:

Have been authorized to claim travel expenses (see Step 2) for the workshop in question.
Indicate to the project coordinator within 1 month of the end of the workshop that they need to make a claim following the back-up procedure.
To make the claim the individual must send the following to the project coordinator:
A signed claims form (see previous section) indicating the costs incurred.
Proof of expenditure for each item claimed for: hotel bills, plane tickets, restaurant bills etc.
Only costs for which proof is provided can be reimbursed. The maximum grant rate limit applies.
Individuals that have already made a claim following the normal claims procedure (previous section) may not use this procedure.
